Not sure what's going on with some of these shallow areas. This is the 4th fish this week that I have seen sitting on the surface with their back out of the water. Took a while to get him to bite and when he finally did didn't even put up a fight. Going to contact TWRA to look into this. Found 3 dead last week at local ponds.
